Privacy Policy
Effective date: October 26, 2026
This Privacy Policy explains how Lighthouse Health Insurance Agency (“Lighthouse,” “we,” “us,” or “our”) collects, uses, shares, and protects personal information when you visit compare.healthcare (the “Site”), submit a request for health insurance information, or call, text, or email us. By using the Site, you acknowledge the practices described in this Privacy Policy.
1. Who We Are
Lighthouse Health Insurance Agency is an independent insurance agency that operates the Site. We help consumers connect with licensed insurance agents and insurance carriers that may offer health insurance coverage. We are not an insurance company, and we are not affiliated with or endorsed by any government agency, Medicare, or the federal or any state Health Insurance Marketplace.
2. Information We Collect
Information you provide to us
- Contact details, such as your first and last name, email address, and phone number.
- Coverage details, such as your ZIP code, who needs coverage, your date of birth, your household size, and your estimated household income range.
- Consent records, such as your agreement to be contacted, and the date, time, and page on which you gave it.
- Communications, such as the content of calls, texts, and emails you exchange with us. Calls may be recorded for quality, training, and compliance purposes, and we will tell you before a call is recorded.
Information we collect automatically
- Device and usage information, such as your IP address, browser type, device type, operating system, pages viewed, links clicked, and the date and time of your visit.
- Approximate location, such as your state, which we estimate from your IP address using a third-party IP lookup service so we can show information relevant to where you live. We do not collect your precise location.
- Advertising and referral information, such as the website or ad that referred you to the Site, ad click identifiers (for example, a Google Click ID), campaign parameters, and the keyword you searched.
- Call tracking information, such as the phone number you call from, the tracking number you called, call date, time, and duration, and the ad or page that led to the call.
- Cookies and similar technologies, as described in Section 6.
We do not ask for, and you should not submit, detailed medical information such as diagnoses, conditions, or treatment history through the Site.
3. How We Use Your Information
- To respond to your request and connect you with licensed insurance agents and insurance carriers that may offer coverage options in your area.
- To contact you by phone, text message, and email about your request and about health insurance options, as permitted by your consent and applicable law.
- To verify your information, prevent fraud and spam, and keep records of your consent.
- To operate, maintain, secure, and improve the Site and our services.
- To measure the performance of our advertising and understand which ads and pages lead to requests.
- To comply with legal, regulatory, and licensing obligations and to enforce our Terms of Use.
4. How We Share Your Information
We share personal information in the following ways:
- Insurance carriers, agents, and brokers. When you submit a request, we share your information with licensed insurance agents, brokers, and insurance carriers so they can contact you about coverage options. These companies may contact you directly, and their use of your information is governed by their own privacy policies. We may receive compensation when we share your information with them.
- Service providers. We share information with companies that perform services for us, such as website hosting, form processing, email delivery, call tracking, customer relationship management, and data security. They may use your information only to provide services to us.
- Advertising and analytics partners. We work with advertising and analytics providers, such as Google, that collect information through cookies and similar technologies to measure ad performance and deliver relevant ads. See Section 6.
- Legal and safety. We may disclose information when we believe it is required by law, subpoena, or legal process, or to protect the rights, property, or safety of Lighthouse, our users, or others.
- Business transfers. If we are involved in a merger, acquisition, financing, or sale of assets, personal information may be transferred as part of that transaction.
- With your consent. We may share information for other purposes with your consent or at your direction.
Under some state privacy laws, sharing personal information with insurance carriers or agents for compensation, or for targeted advertising, may be considered a “sale” or “sharing” of personal information. You can opt out as described in Section 7.
5. Calls, Text Messages, and Emails
If you give your consent on the Site, Lighthouse and the licensed agents and insurance carriers we work with may contact you at the phone number and email address you provide, including by calls and text messages that may use automated technology or prerecorded or artificial voices. Your consent is not a condition of purchasing any product or service. Message and data rates may apply, and message frequency varies.
- Texts: Reply STOP to any text message to opt out. Reply HELP for help.
- Calls: Ask to be placed on our internal Do-Not-Call list during any call, or contact us using the information in Section 15.
- Emails: Use the unsubscribe link in any marketing email.
Opting out with us does not automatically opt you out with insurance carriers or agents who have already received your information. Please also tell them directly if you do not want to be contacted.
6. Cookies, Tracking, and Advertising
We and our partners use cookies, pixels, tags, and similar technologies to operate the Site, remember your preferences, understand how visitors use the Site, measure advertising, and show you relevant ads on other websites. Partners may include Google (for example, Google Ads and Google Analytics) and call tracking providers.
- You can control cookies through your browser settings. Blocking cookies may affect how the Site works.
- You can manage Google ad personalization at adssettings.google.com and learn how Google uses information at policies.google.com/technologies/partner-sites.
- You can opt out of interest-based advertising from many companies at optout.aboutads.info and optout.networkadvertising.org.
- We treat a Global Privacy Control (GPC) signal from your browser as a request to opt out of the sale and sharing of your personal information for that browser, where required by law.
Our Site does not respond to “Do Not Track” browser signals because there is no common standard for them.
7. Your Privacy Choices and Rights
Do Not Sell or Share My Personal Information. To opt out of the sale or sharing of your personal information, or of targeted advertising, contact us using the information in Section 15 and tell us you want to opt out, or enable the Global Privacy Control in your browser.

How to submit a request. Contact us using the information in Section 15. We will verify your request by matching information you provide with information in our records. You may use an authorized agent to submit a request on your behalf; we may require proof of the agent’s authority and may ask you to verify your identity directly. We will respond within the time required by applicable law.
Appeals. If we deny your request, you may appeal by replying to our decision or contacting us with “Privacy Appeal” in the subject line. If you are not satisfied with our response to your appeal, you may contact your state Attorney General.
8. Additional Notice for California Residents
In the past 12 months, we have collected the following categories of personal information, as defined by the California Consumer Privacy Act: identifiers (such as name, email, phone number, and IP address); personal information described in Cal. We collect this information from you, from your device, and from our advertising and analytics partners, for the purposes described in Section 3. We disclose it to the categories of recipients described in Section 4. We may “sell” or “share” identifiers, commercial information, internet activity, and geolocation to insurance carriers, agents, brokers, and advertising partners. We do not knowingly sell or share the personal information of consumers under 16 years of age. We do not use or disclose sensitive personal information for purposes other than those permitted by California law.
9. Health-Related Information
Lighthouse is generally not a “covered entity” under the Health Insurance Portability and Accountability Act (HIPAA) with respect to information you submit through the Site. Information you later provide to an insurance carrier or licensed agent to apply for coverage is governed by that company’s own privacy practices and applicable law, which may include HIPAA and the Gramm-Leach-Bliley Act.
10. Data Security
We use reasonable administrative, technical, and physical safeguards, including encrypted connections (HTTPS), to protect personal information. No method of transmission or storage is completely secure, and we cannot guarantee absolute security.
11. Data Retention
We keep personal information for as long as needed to fulfill the purposes described in this Privacy Policy, including keeping records of consent and communications, and to meet legal, regulatory, tax, and licensing requirements. When information is no longer needed, we delete or de-identify it.
12. Children’s Privacy
The Site is intended for adults 18 years of age or older. We do not knowingly collect personal information from children under 13. If you believe a child has provided us with personal information, please contact us and we will delete it.
13. Third-Party Websites
The Site may link to websites operated by others, such as insurance carriers or government resources. We are not responsible for the privacy practices of those websites, and we encourage you to read their privacy policies.
14. Changes to This Privacy Policy
We may update this Privacy Policy from time to time. When we do, we will change the effective date at the top of this page. If we make material changes, we will provide notice as required by law.
